It looks like a mash up of Drop The Dead Donkey starring a tired and emotional Rab C Nesbitt doing his report after a few bevvies. Which would also account for him forgetting to put on his BBC issue flac-jacket.
This was often seen in “Keev” in the early days of the Ukraine conflict while local citizens kept calm and carried on.
